SPLA has been designed for service providers and independent software vendors (ISVs) who want to license the latest eligible Microsoft software products to provide software services and hosted applications to end customers.

With a SPLA agreement from Microsoft, the Service provider will recieve an agreement tailored for service production. This means that all obstacles and risks associated with starting up a business offering services to third parties.
